Russia will be testing some anti-corruption measures which include paying higher compensation to people in posts with a high probability of accepting bribes and more importantly making their contract easy to terminate. It will also include the ability to tap phones,conduct audits, etc. The program will be tested in 18 regions and have a budget of 227 million rubles. Jobs on the list include those responsible for purchasing and distribution of government resources.

Russia has received low marks on international surveys on corruption for years, so it is nice to see them trying something to stop this.

I can just hear the response in the western press. "Soviet Style Anti-Capitalism Returns. Critics (unnamed) say Russia is planning to crack down on entrepreneurs."

I must admit that I have been watching for an article bashing the law from some point of view. For example, I was imaging a headline "Putin's Russia Expands Phone Tapping Powers" but so far no such articles have appeared.

Although, of important note is what the press is not covering. No western paper has covered this story. Check out a search for Russia and Corruption on Google news. As of right now, no Western paper has published an article on this story. Not one! I suppose the press does not want to print anything positive about anything that the Putin governemnt does.
